Hong Kong is a Strategical and a Naval and Military Station for Imperial purposes, from which armed forces have been already and could be hereafter drawn, when necessary, for the protection of British subjects at the Treaty Ports of China and Japan; the Colony pays 20,000 Pounds sterling annually to the Imperial Government as a Military contribution;
it is fair to presume that if this Government provides Boats and Men, the Imperial Government will lend the Armament and Ammunition necessary to fit them for offensive and defensive purposes in aid of Her Majesty's Ships.
